SWOT ANALYSIS OF THE EFORIE CITY

Strong points

  • the belonging of the Eforie city to Metropolitan Area Constanța enables the possibility of development of integrated development projects;
  • town location close to the Black Sea, Belona Lake and Techirghiol Lake determines the specific of economic activities;
  • opportunity of area development close to the Black Sea, Belona Lake and Techirghiol Lake as resources for health and wellness tourism, protected areas, biodiversity;
  • existence of natural resources which can be exploited for tourism by the city's inhabitants;
  • direct access or proximity to all ways of communication: European road, rail, sea
  • tourist recreational port, waterway (CDMN), international airport is 30 km away north.

Weak points

 

  • absence of coherent policies and strategies of integrated economic development of the area;
  • Eforie city is exposed to significant natural hazards: erosion and landslides of cliffs, beaches reduction, natural flooded areas in Eforie Nord. Lack of rain water collection system in both resorts;
  • internal roads less developed;
  • there are no roads or utilities in new residential areas for construction of houses;
  • local fund raising is difficult, own budget is insufficient.

Opportunities

 

  • accessing the European programs of non-reimbursable financing, as well as other national and local financing programs;
  • the city is located in an area of strong growth – the Metropolitan Area Constanța and Eforie can play within it as a center of excellence in balneology tourism of the seaside;
  • reducing negative effects of natural factors by investing in building sea walls;
  • developing new residential areas for middle-income and large-income people in areas on the Black Sea coast
  • use available lands in the periphery of the city for investments in tourism.

Threats

 

  • delay in city development and loss of non-reimbursable financing - the only way for rapid development and transformation of the city;
  • erosion of beaches can affect the long-term development of tourism activities in this area;
  • poor urban infrastructure related to the degree of social comfort of a city;
  • low level of civilization as infrastructure;
  • precarious housing situation for disadvantaged groups of people (young people, people with low incomes, families with many children, roma).
